BNGSL Capenhurst

We are reviewing the radioactive waste authorisations held by British Nuclear Group Sellafield Limited (“BNGSL”) for part of the nuclear site at Capenhurst, near Chester and we want your comments.

On the Capenhurst site, there are two separate nuclear operators.

BNGSL is a contractor for the Nuclear Decommissioning Authority (NDA). They own the older part of the site, which is in the final stages of decommissioning and clean-up before a period of storage of uranic material.

Urenco (Capenhurst) Limited ("Urenco") own and operate the newer part of the site, using centrifuge technology to produce enriched uranium for the nuclear fuel market.

We have prepared an Explanatory Document which sets out in detail our proposals for the future regulation of disposals made by BNGSL. This includes radioactive wastes and effluents to air, water and by transfer to other premises. We have also prepared a draft single certificate of authorisation and we are consulting on these proposals.

We have considered the effect of the disposals made by Urenco at the Capenhurst site. We have used some of the information supplied by Urenco for our review of their RSA authorisations in this review for BNGSL Capenhurst. We will be consulting on our review of Urenco’s authorisations later.

We have informed a wide range of stakeholder organisations (both national and local) about the consultation and invited them to comment on our proposals. They include the Food Standards Agency and the Nuclear Installations Inspectorate. We welcome all comments on our proposals.

We will not make any decisions about this review until we have carefully considered the response we receive to this public consultation.
