The North West River Basin District is home to over 6.8 million people and some of the most stunning landscapes and water environments in the world. A large part of the region is rural and has three national parks, including the Lake District National Park.
Flood Risk Areas
There are two Flood Risk Areas in North West River Basin District:
- Greater Manchester
- Liverpool & Sefton
Preliminary Flood Risk Assessments (PFRAs)
There are 23 lead local flood authorities in North West River Basin District. Twenty one PFRAs were produced. (Lancashire County, Blackpool and Blackburn with Darwen produced one PFRA together).

PFRAs have been produced by lead local flood authorities (LLFAs). As part of our duties under the Flood Risk Regulations, the Environment Agency has reviewed these reports and determined that they are compliant with the requirements of the legislation, guidance and reporting requirements. Under the Regulations the Environment Agency is responsible for publishing PFRAs. We are therefore providing a central point for publication of PFRAs to ensure we meet the requirements of the Regulations. We have encouraged LLFAs to publish their own PFRAs and where possible, have linked to their website or directly to the document on our publications catalogue.
