The FCERM-AG gives guidance on how to put the Defra Policy Statement: Appraisal of Flood and Coastal Erosion Risk Management, June 2008 into practice. It replaces the Defra Project Appraisal Guidance (PAG).

Who is the guidance for?
Operating authorities, such as local authorities and internal drainage boards, and those involved in the appraisal of flood and coastal risk management (FCRM) projects.
How should the guidance be used?
The guidance was launched in June 2010 as a living document and we invited feedback on its use with a view to finalising the document in March 2011.
The positive and useful feedback we have received so far will be used in the final version which we now plan to publish in autumn 2011 which will allow us to include updates arising from the Defra Flood & Coastal Resilience Partnership Funding, launched on 23 May 2011.
Operating authorities should continue to use the living draft of the guidance to support their appraisal as follows:
In England
All new and ongoing projects that apply for grant funding should use the FCERM-AG to support their appraisal and application for grant.
In Wales
This guidance is to be used by Environment Agency Wales on all new or ongoing Welsh Government funded projects.
Other operating authorities in Wales should continue to use the Defra Project Appraisal Guidance (PAG) supported by any specific additional or updating material provided by the Welsh Government. However operating authorities may find material in the FCERM-AG useful to their appraisals and are also invited to provide any feedback.
The requirements for projects in Wales will be updated once the Welsh Government have produced their national strategy for flood and coastal erosion risk management.
