The Environment Agency are consulting on the draft decision to allow a variation to an existing Environmental Permit for the Eastcroft Energy from Waste (EfW) Plant, Nottingham. The public consultation runs from 14 May 2012 to 14 June 2012.
In May 2011, we received an application from WasteNotts (Reclamation) Limited for a substantial variation at Eastcroft EfW Plant Incinerator Road, Off Cattle Market Road, Nottingham, NG2 3JH.
In the application to vary the permit, the operator has applied to increase the amount of waste processed by 40,000 tonnes per year.
This will mean the plant can operate for additional days each year. Previously the tonnage limit restricted the number of days per year they could run, therefore the plant had to be shut down and could not supply the district heating scheme. By increasing the days that the plant can run, the district heating scheme will benefit particularly in the winter months, and reduce the amount of fossil fuel used.
Our National Permitting Service (NPS) has assessed the application on its merits. Our decision-making process focuses on the technology used, how the site is to be operated, the emissions from the operation, and any direct impact the site has on health and the environment.
We have also considered public comments and recorded these in our decision document. Based on this we have issued a draft permit. The current consultation is the final opportunity for members of the public to mention any relevant local issues or national legislation / guidance which we have not yet considered.
Louise Johnson, Environment Manager, said: “It is important that we obtain and consider the views of the public and key partners before we make our final decision on the application. We would like to encourage communities close to the site to forward their comments on the application as part of our consultation process and this will close on 14 June 2012. This date incorporates additional consultation time to allow for the Queen’s Jubilee Bank Holidays.
"The Environment Agency will consider any issues raised, and will announce our conclusions in the final decision document which will be made publicly available when the permit is issued.”

Eastcroft EfW Facility is part of the Nottingham District Heating Scheme which provides energy in the form of steam to the heat station at London Road owned by EnviroEnergy, which in turn is owned by Nottingham City Council. The premises on London Road convert the energy into electricity and hot water. Electricity is supplied using dedicated cabling. Hot water is distributed to customers over the pipe network that covers much of the city centre. Customers have heat exchangers rather than boilers to keep their building warm and to provide a constant supply of hot water. EnviroEnergy’s customers include the National Ice Arena, the Broadmarsh and Victoria shopping centres, the Inland Revenue offices beside the canal, Capital One’s UK headquarters and Nottingham Trent University as well as over 4,600 domestic consumers.
