Landfill allowance schemes

The Landfill Allowances and Trading Scheme (LATS) in England and the Landfill Allowances Scheme (LAS) in Wales are in place to reduce the amount of municipal waste sent to landfill in England and Wales.

The schemes reduce the amount of biodegradable municipal waste (BMW) that can be sent to landfill sites each year. This will assist the UK meeting its targets under the Landfill Directive.

What is municipal waste?

Municipal waste means waste from households and other waste that because of its nature or composition is similar to wastes from households.

Local Authority Collected Municipal Waste (LACMW) is reportable under the landfill allowance schemes. LACMW is any municipal waste collected under arrangements made by a waste collection authority or a waste disposal authority. 

UK BMW targets under the Landfill Directive 

  • Reduce amount of BMW going to landfill in 2010 to 75% of that in 1995
  • Reduce amount of BMW going to landfill in 2013 to 50% of that in 1995
  • Reduce amount of BMW going to landfill in 2020 to 35% of that in 1995
