How do I know if I am affected by the Directive?

List of operators to be included

The list of operators has been derived from information held in Eurocontrol’s Central Route Charges Office (CRCO) database. This database contains the details of flights undertaken by aviation operators within EU airspace.

The information has been filtered to capture the companies paying route charges for one or more eligible flights during the monitoring period, 2006-2008 inclusive. Operators have then been assigned to one of the Member States for ongoing regulation. 

Operators that have been issued an EU Operating Licence, have been assigned to the Member State responsible for issuing the licence. All other operators have been assigned to a Member State on the basis of the greatest attributable proportion of CO2 emissions.
