When will there be End of Waste Regulations?
The European Commision (EC) published its Regulation on End of Waste for Scrap Iron and Aluminium on 8 April 2011. It will therefore come into direct effect on 9 October 2011. It defines the point at which iron, steel, and aluminium scrap metal can cease to be waste. This regulation will take direct effect within the UK.

What do EC End of Waste Regulations require?
EC Regulation 333/2011 requires that for scrap iron, steel and aluminium to cease to be waste the scrap must:
- meet specified quality criteria and the producer or importer be able to issue a statement of conformity on meeting these standards.
- implement a quality management system which can demonstrate compliance with these quality criteria.
It is likely that further EC regulations on scrap copper, paper and glass will be developed during 2012 and follow a similar format.
