Fly tipping protocol
The Environment Agency and local authorities have powers to tackle fly-tipping.
Our protocol with the Local Government Associations in England and Wales addresses three important aspects of tackling fly-tipping:

- information on our legal powers for tackling fly-tipping
- guidance for setting up detailed local agreements between our area offices and local authorities to tackle fly-tipping in their area
The protocol also sets out our responsibilities for focusing on the big, bad and the nasty, including:
- large-scale fly-tipping
- fly-tipping of certain hazardous wastes
- fly-tipping carried out by organised criminals
Local authorities will focus on tackling smaller-scale, more frequent incidents.
This revised protocol was implemented in April 2005. We recognise that it will take time to implement across England and Wales, but we are working with local authorities and Local Government Associations to make it happen.
